India's labour policy suicidal, needs to be business-friendly

Not long ago, India?s biggest export categories related to leather, textiles and diamonds.

There was one factor common to these three ? they employed huge numbers of people collectively, though individually, no unit employed more than 100 people. They were characterised by the smallness of their operations, often scattered across cities and states.

This was ? and is ? because of India?s labour laws, which made it very difficult for units to shut shop once they crossed a certain number of employees or a certain threshold of capital employed. While this is not a deterrent for large organisations, it does deter small entrepreneurs.

After all, the very act of putting in capital to start a business, involves huge risks. Why compound this risk with a structure that makes it difficult for an entrepreneur from cutting his losses when things go wrong?

As a result, India has not been entrepreneur-friendly at all. But when a country compels its entrepreneurs to think small, it also reduces their global competitiveness. Not surprisingly, labour laws are the primary reason India?s garments industry has lost its global competitive edge.

Export of garments, once considered a sunrise export industry, today barely manages to cross an annual billing of $1 billion. Contrast this with Bangladesh, which has pushed up its garment exports to over $26 billion a year!?

China is today the world?s largest exporter of garments, but is likely to lose this market as its labour costs increase. India could have been a beneficiary of this opportunity shift, but may miss the bus again, primarily because it has not been able to change its labour laws.

This is sad. India?s policymakers have literally allowed the country?s growth potential to languish, or even shrivel up just because 6.3% of its workforce (see table) does not want labour laws relaxed. As a result, business areas in which India could have competitive advantage are allowed to move to other countries.

Many entrepreneurs are also persuaded to think small, because few like the suffocating embrace of the inspection raj that the labour department has unleashed on India?s businesses.

Not surprisingly, India?s organised workforce remains small. It also explains why wage differentials between the organised and unorganised workforce can be uncomfortably large. This was in stark evidence when casual workers at Maruti Suzuki?s plant went on strike.

Not having flexible labour laws invariably ends up in exploitation of unorganised workers.

The only way out is to have flexible labour laws that would apply to all units, not just organised workplaces. Such laws would encourage the creation of more jobs, even if it meant unviable units retrenching employees, after paying them reasonable compensation.

If India wants capital to become productive, it must allow businesses to come up easily and also allow them to redeploy those assets in other businesses that promise better opportunities.

Only then does an economy become vibrant and entrepreneurial. Obviously, 6% of the workforce cannot be allowed to destroy the very fabric of India?s economy.

Zimbabwe president campaigns enter final frenetic stages, rivals call for big voter turnout

Frenetic campaigning enters its last stages for make-or-break elections in Zimbabwe on July 31 with both main contenders calling for their supporters to turn out in large numbers to cast their votes.

India's Grand Mufti seen enjoying concert after declaring music 'un-Islamic'

A video clip of Grand Mufti Bashiruddin Ahmad, the ceremonial leader of Muslims in the state, apparently enjoying an evening of Kashmiri ghazals, musical poems, and Punjabi folk tunes, quickly went viral on YouTube as political leaders accused him of hypocrisy.

The fatwa was backed by the Darul Uloom Deobandi seminary, one of the world's most influential centres of Islamic jurisprudence. It provoked a public debate over freedom of expression in Kashmir, which, while Muslim-dominated, has traditionally been a more liberal culture than in the Arab Islamic world.

Kashmir's chief minister Omar Abdullah defended their right to perform following the Mufti's fatwa, but the threats intimidated the group, called Pragaash, and its members decided to disband.

Shehla Rashid, a Kashmiri activist for freedom of speech and supporter of the girl band Pragaash, said the Grand Mufti had been wrong to denounce singing, but she would not criticise his choice to attend a concert.

"It doesn't matter whether the so-called Grand Mufti listens to music or not. His statement was uncalled for. He should respect freedom of expression," she said.

Another setback for gun owners: brilliant Texas couple shoots and kills 7-year-old for trespassing

In what can only be viewed as yet another setback for gun owners, a Texas couple shot and killed 7-year-old Donald Coffey, Jr. this week for "trespassing."

Whatever happened to "Don't shoot unless you know what you're shooting at?" A seven-year-old? Seriously? If you feel threatened by an unarmed 7-year-old, I have to tell you, you have no business brandishing a weapon.

This is from 2009, but it's a story I had never seen before. People should be tested to show they can use a firearm safely before owning one... With the NRA owning so many politicians, that will never happen though.

RIO DE JANEIRO ? Pope Francis took his mission to re-energize his flock to legions of young Catholics on a Brazilian beach Friday, reaching out to those who have lost faith due to church failings.

The Argentine pontiff was greeted by 1.5 million faithful on Copacabana beach for a second straight night of religious ceremonies marking World Youth Day, a week-long gathering of young Catholics, according to organizers.

Latin America?s first pope sat in front of a giant cross on a grandiose white stage during a somber re-enactment of the Way of the Cross, with an orchestra playing Beethoven and an actor emulating a bloodied Jesus facing crucifixion.

He used his pulpit to make a political message in a country that was rocked last month by massive protests against corruption, lagging public services and the cost of hosting next year?s World Cup.

?On the cross, Jesus is united with so many young people who have lost faith in political institutions, because they see in them only selfishness and corruption,? the pope said.

?He unites himself with those young people who have lost faith in the Church, or even in God because of the incoherence of Christians and ministers of the Gospel,? the 76-year-old said.

The pope, who was elected in March to reform the Church, was making a veiled reference to the pedophilia and financial scandals that have rocked the Vatican in recent years.

Vatican officials have made no secret of the fact that the pope?s first trip abroad since his election aims to re-energize followers. Brazil remains the world?s biggest Catholic country, but the flock has shrunk while Evangelicals gain ground.

?The cross of Christ bears the suffering and the sin of mankind, including our own. Jesus accepts all this with open arms, bearing on his shoulders our crosses and saying to us: ?Have courage,?? Pope Francis said.

As the ceremony wrapped up, some 200 protesters angry at Rio state Governor Sergio Cabral marched to within meters (yards) of the stage. At the same time in Sao Paulo, police used tear gas to disperse 300 protesters who ransacked several banks.

Earlier, adoring crowds cheered wildly as an open-top popemobile took Francis along the crescent-shaped beach better known for skimpy bikinis and caipirinha cocktails than Bibles and religious ceremonies.

?Pope Francis has a direct way of saying things and young people connect with that,? said Soledad Bohle, a 21-year-old student from Argentina.

Before the beach ceremony, the pope met convicts, heard five young believers confess their sins and had lunch with a dozen others.

?I told him that he should visit my country because we need him. He told me that Venezuelans have no sins,? said Estefani Lescano, a 21-year-old Venezuelan student who confessed to the pope in a Rio park.

After his meeting with convicts, the Argentine pontiff emerged on the balcony of a church-owned palace to address the crowd, urging them to cherish the elderly on Grandparents Day.

?How important grandparents are for family life, for passing on the human and religious heritage which is so essential for each and every society,? he said.

Rio authorities, meanwhile, have been scrambling to ensure his visit goes smoother after several logistical headaches this week.

Rain has poured on the tropical city since the second day of the pope?s visit, soaking a field outside the city that was supposed to host hundreds of thousands of pilgrims and the pope for a weekend vigil and mass.

A giant stage had been built in Guaratiba, but the area turned into a mud field, forcing authorities to move the events to Copacabana.

Workers had toiled at the Guaratiba site, dubbed ?field of faith,? since January.

It was the latest embarrassment for local officials who are preparing for the 2014 World Cup and the 2016 Olympic Games.

When the pope arrived on Monday, his small Fiat was forced to a standstill as adoring pilgrims swarmed the car.

Visitors, meanwhile, have had to endure public transport headaches, with the metro breaking down for two hours on Tuesday.

Rio Mayor Eduardo Paes took responsibility for the city?s logistical problems.

?If you ask me to grade the organization of World Youth Day, I would say we are closer to zero than to 10,? Paes told CBN radio while quickly giving the pope and residents ?a 10.?

?Blame it on me, but don?t destroy the image of our city,? he said.

With dozens dead, U.S. tells Egypt to pull 'back from the brink'

CAIRO (Reuters) - The United States urged Arab ally Egypt to pull "back from the brink" after security forces killed dozens of supporters of deposed Islamist President Mohamed Mursi and opened a dangerous new phase in the army's confrontation with his Muslim Brotherhood.

Thousands of Brotherhood supporters were hunkered down in a vigil at a Cairo mosque on Sunday, vowing to stand their ground despite the imminent threat of a move to disperse them.

Saturday's bloodshed, following huge rival rallies, plunged the Arab world's most populous country deeper into turmoil following two turbulent years of transition to democracy with the fall of veteran autocrat Hosni Mubarak in 2011.

Egypt's Health Ministry said 65 people had died. The Brotherhood said another 61 were on life support after what it described as a ferocious dawn assault by men in helmets and black police fatigues. The ambulance service put the death toll at 72.

Bodies wrapped in white sheets were laid on the floor of a Brotherhood morgue, their names scrawled on the shrouds.

Washington, treading a fine line with an important Middle East ally and recipient of over $1 billion in military aid, urged the Egyptian security forces to respect the right to peaceful protest.

U.S. Defense Secretary Chuck Hagel spoke by telephone with Egyptian army chief General Abdel Fattah al-Sisi, who led the July 3 military overthrow of Mursi and whose face has appeared on posters across the teeming capital, Cairo.

U.S. Secretary of State John Kerry spoke to two senior members of Egypt's army-installed interim cabinet, expressing his "deep concern."

"This is a pivotal moment for Egypt," he said in a statement. "The United States ... calls on all of Egypt's leaders across the political spectrum to act immediately to help their country take a step back from the brink."

Saturday's violence, and the threat of more, has deepened alarm in the West over events in the country of 84 million people, a vital bridge between the Middle East and North Africa.

Over 200 people have died in violence since Sisi deposed Mursi on the back of huge popular protests against his rule, ending a one-year experiment in government by the Muslim Brotherhood after decades spent in the shadows under successive Egyptian strongmen.

PLEDGE TO STAY

The killings followed a day of rival mass rallies, triggered by a call from Sisi for a popular mandate to confront "violence and terrorism."

Denying police culpability, Interior Minister Mohamed Ibrahim said the vigil outside the Rabaa al-Adawia mosque in northern Cairo would "God willing, soon ? be dealt with."

A public prosecutor is reviewing complaints from local residents unhappy with the huge encampment on their doorstep.

Ibrahim said angry residents had clashed with Brotherhood protesters in the early hours of Saturday, and police intervened with teargas.

Brotherhood activists said they would not be cowed and warned of worse bloodshed if the security forces did not back down. Thousands were packed into the area as night fell.

"We will stay here until we die, one by one," said Ahmed Ali, 24, as he helped treat casualties at a makeshift field hospital on Saturday.

Brotherhood spokesman Gehad El-Haddad said they would remain until their demands are met and Egypt's first freely elected president is reinstated. He accused Sisi of issuing a "clear, pre-determined order to kill."

Mursi has been held in army detention at an undisclosed location since he was deposed. Ibrahim said he would likely be transferred shortly to the same Cairo prison where Mubarak is now held, after authorities launched an investigation of him on charges including murder stemming from his 2011 escape from jail during Egypt's Arab Spring uprising.

The European Union and major European powers condemned Saturday's bloodshed, the second mass killing since Mursi's ouster. On July 8, more than 50 Brotherhood supporters died when security forces opened fire on them outside a Cairo barracks.

The events have led U.S. President Barack Obama last week to delay delivery of four F-16 fighter jets, part of some $1.5 billion a year in mainly military aid from Washington to Cairo, though U.S. officials have indicated there will be no cut-off in support to the pivotal ally.

Thousands protest government at Tunisia funeral

TUNIS, Tunisia (AP) ? Thousands joined a funeral march through Tunisia's capital on Saturday with the body of assassinated opposition politician Mohammed Brahmi, chanting slogans in a display of the anger threatening the survival of a government once seen as a model for democracy in the region.

Adding to the tension in the North African country, a bomb exploded in the early morning underneath a car at the port in Tunis. Though there were no injuries, the rare attack helped deepen the sense of unease in Tunisia, where two opposition politicians have been gunned down in the last six months, apparently by the same weapon.

The latest assassination Thursday exacerbated the distrust between the ruling coalition led by moderate Islamists and the opposition, which has demanded the dissolution of the government because of its failures to rein in Islamist extremists, improve the economy and manage the transition to democracy.

"Down with the party of the Brotherhood," chanted mourners following the body of Brahmi, referring to the ruling Ennahda Party's affiliation with the regional Muslim Brotherhood religious group. "The people demand the fall of the regime."

Brahmi's body was taken in a military vehicle draped with a massive Tunisian flag through the city under a blazing summer sun to the Jellaz cemetery, where fellow assassinated politician Chokri Belaid was laid to rest in February.

The Interior Ministry, citing physical evidence and witnesses, said Friday that Brahmi's assassin was Boubakr Hakim, a known militant and weapons smuggler who was part of the same al-Qaida linked cell that murdered Belaid back in February.

Hakim allegedly shot Brahmi 14 times outside his home Thursday in full view of his family with the same 9mm semi-automatic handgun used to kill Belaid, before he sped away on the back of a moped.

The assassination has rocked the country and provoked anti-government demonstrations around the country by protesters holding the moderate Islamists elected in 2011 responsible for the lack of security in the country.

A 48-year-old political activist with the same leftist coalition as the assassinated Brahmi died Friday night after being hit in the head by a tear gas canister during a demonstration outside a police station in the southern mining town of Gafsa, said Abdessattar Ben Moussa, president of the League for Human Rights.

Protesters also clashed with police in the interior cities of Al-Kef and Sidi Bouzid.

The morning bomb blast caused no injuries and only blew out windows in the area but it represents a dangerous escalation for a country that has yet to experience serious terrorist incidents like its neighbors Algeria and Libya.

"As we were leaving the station for a routine patrol, we saw a suspicious package under the car," said police officer Mourad Mliki told The Associated Press. "We went back to the station to tell our superiors and there was a huge explosion ? it was set off remotely."

Mohammed Ali Aroui, the police spokesman told the state news agency that the remains of the explosive device were being examined by a special team.

"The explosion was so strong it was like an earthquake," said Walid Khammar, a fish seller living near the police station whose car was damaged by the blast.

Tunisians overthrew their dictator in January 2011, inspiring the pro-democracy uprisings of the Arab Spring across the region. The long-repressed moderate Islamist Ennahda dominated subsequent elections and now rules in coalition with two secular parties.

With two political assassinations and a faltering economy, the opposition says the government has lost its legitimacy and is demanding a new government.

Some 42 members of opposition parties announced late Friday their withdrawal from the 217-member elected assembly charged with completing the countries new constitution.

The opposition accuses Ennahda of turning a blind eye to the rise of ultraconservative Islamist movements known as Salafis, following the revolution ? especially those willing to use violence to push their views.

The government had said it did not want to replicate the repressive anti-Islamist policies of overthrown dictator Zine El Abidine Ben Ali but when thousands of salafis attacked the U.S. embassy in September over an anti-Islamic film produced in the U.S., the government cracked down on the movement.

In April, soldiers patrolling in a mountainous region near the Algerian tripped a roadside bomb causing severe injuries and sparking a search of the region that revealed the remains of training camps and more hidden explosives.

UMBC's Stephenson Tabbed as UMass Lowell Head Coach

Ed Stephenson, a native of Baltimore, Md., was named the Head Men's Lacrosse Coach at UMass Lowell, Director of Athletics Dana Skinner announced Saturday.

Stephenson, who was the associate head coach at the UMBC the last two years, comes to UMass Lowell to restart the men's lacrosse program which was discontinued after the 1989 season. Both the men's and women's programs are slated to open in the spring of 2015.

UMass Lowell enters its first year in NCAA Division I and the America East Conference this fall.

"I really love the New England area and this is such a great opportunity," Stephenson said. "I'm real excited. Athletics are very strong and have a great tradition at UMass Lowell. It's exciting to see the progress and momentum through the leadership of the Chancellor (Marty) Meehan. You can't find enough accolades for all the things that are going on."

UMass Lowell's men's lacrosse team will be the second program Stephenson will build from the grassroots. In 2001, he started the program at Binghamton University and enjoyed success within his first three years.

In 2004, the Bearcats began the season with a 1-4 record, but went 9-1 the remainder of the year which included an undefeated campaign (6-0) in the America East Conference. They marched to the America East Tournament final, losing to Albany (10-4).

He guided a Binghamton defensive unit which ranked tops among NCAA Division I schools in scoring defense (6.94) and was named the AE Coach of the Year.

He resigned at Binghamton in protest of player suspensions that he and the university disagreed with.

Off the field, Binghamton earned the National Sportsmanship Award in 2004 and 2006 while the team maintained the highest team grade point average and highest percentage of all-academic honorees in America East.

Between his years at Binghamton and UMBC, Stephenson has coached in eight of the last 10 America East Conference Tournaments.

"Ed brings great energy, and his love for the sport is contagious," said Skinner. " We are excited to have someone with significant head coaching and recruiting experience to anchor the return of lacrosse as we head into Division I and the America East Conference."

Stephenson will begin his position on Aug. 1.

"Recruiting is paramount, so we'll begin that process immediately," he said. "We will focus on hardworking student-athletes who will be ready to play good lacrosse and receive a good education at an affordable cost. The first year is quite a challenge for that first group of recruits, but with that challenge comes a great reward."

After 10 seasons at Binghamton, he returned to UMBC as the associate head coach in 2011, reuniting with head coach Don Zimmerman. The two led UMBC to the America East championship match last spring, where they fell to Albany, 19-10.

Prior to leading Binghamton, Stephenson was an assistant coach at UMBC from 1995-2000 and helped lead the Retrievers from a 3-9 record in 1996 to a 9-3 clip in 1997, and reached the NCAA Tournament for the first time in 1998 with a 9-5 record.

From 1996-2000, the Retrievers went 39-28.

Previously, he served as an assistant coach at his alma mater, Towson University, from 1992-95, which followed a three-year professional career with the Pittsburgh Bulls of the Major Indoor Lacrosse League.

A standout player at Towson, Stephenson was named an All-American defenseman as a senior and captained the South squad in the 1989 U.S. Intercollegiate Lacrosse Association (USILA) North-South All-Star Game.

He earned his undergraduate degree in physical education in 1992 and was inducted into the Towson Athletic Hall of Fame in 2002.

Stephenson has been very active within the sport, having served on the NCAA Men's Lacrosse Rules Committee from 2008-11; the USILA Rankings Committee from 2006-11and the NCAA Men's Lacrosse All-America Committee.

He also served as the NCAA Tournament site representative for the 2010 first round matches in Ithaca, N.Y.

Stephenson plans to relocate in the greater Lowell area.

Pittsburgh Steelers: Mike Tomlin Joins Twitter to Express Candid Opinions

If you like hearing sound bites of Pittsburgh Steelers head coach Mike Tomlin during his pregame/postgame interviews and press conferences, then you?ll probably love what he has to say now in the Twitter-sphere. Just at the start of the Steelers? training camp at Saint Vincent College in Latrobe, PA, Tomlin started his very own Twitter account.

Since joining this avenue of social media, Tomlin has quickly gained close to 60,000 followers (including myself). The seventh-year head coach didn?t hesitate posting his first-ever tweet once training camp got underway on Friday.

Just like this tweet, I expect nothing less than the straight up truth. Personally, I can?t wait to see how Tomlin expresses himself on Twitter. His always candid remarks about the performance of his team and possibly even his opinion about officials could cause a major tidal wave throughout cyberspace.

Tomlin is arguably the epitome of a no-nonsense type of coach in the NFL, and doesn?t shy away from expressing what?s exactly on his mind. Although Tomlin will more than likely refuse to pull any punches with his tweets, I will assume that he will be smart enough to not post anything that will be too extreme that will put himself in trouble with the league.

Regardless of what Tomlin puts out there, I?m sure that the remainder of training camp, the preseason, the regular season and hopefully the postseason will be filled with numerous thoughts from the Steelers? head coach that will keep everyone in the football world on the edge of their seats.

Gulf of Mexico oil spill: Halliburton pleads guilty to destroying evidence

The US cement contractor working for BP on the drill that caused the 2010 Gulf of Mexico oil spill has agreed to plead guilty to destroying evidence relating to the investigation of the disaster.

The Department of Justice said yesterday that Texas-based Halliburton Energy Services agreed to pay the maximum statutory fine, believed to be $200,000, to be on probation for three years and that it would continue to cooperate with the government's criminal investigation.

The company also made a voluntary contribution of $55 million to the National Fish and Wildlife Foundation, which was not a condition of the court agreement.

Halliburton issued a statement saying it had accepted guilt for ?one misdemeanour violation associated with the deletion of records? and that the Justice Department had agreed it will not pursue further criminal prosecution of the company or its subsidiaries.

Halliburton said it had conducted its own review of the well's design and construction after the blowout, which killed 11 workers in April 2010 and spilled millions of gallons of oil into the Gulf.

BP and Halliburton have blamed each other for the failure of the cement job to seal the Macondo well. And while the Houston-based contractor recommended the drilling rig use 21 ?centralizers? ? metal collars that help keep the drill centred in its casing ? the British oil company decided to use six.

According to yesterday?s press release, Halliburton?s review used computer modelling to assess whether this decision might have led to the disaster, but the results showed that it made no discernible difference.

The company then ordered the programme manager to destroy evidence of the review, which he did, according to federal officials.

The revelations of a cover-up come as a result of the ongoing criminal investigation as to who is to blame for the massive oil spill, the worst in history off the coast of America.

Fresh off Google?s announcement that it will launch a Textbook section in its Play store, a new report claims?HP is planning a low-cost tablet to target the back-to-school crowd.?According to Digitimes, HP and Walmart will partner to sell a $99 Android tablet in the coming weeks. The device is said to be equipped with a 7-inch display and a single-core Intel Medfield processor. HP will be the first major vendor to release a sub-$100 tablet, which some industry insiders believe could pressure other companies to follow suit. The low-end specs, however, will make HP?s new tablet a harder sell than devices like the Nexus 7 and Kindle Fire. Google on Wednesday announced that it has partnered?with the five largest textbook publishers ? Cengage, Wiley, Pearson, McGraw-Hill and Macmillan ? to allow customers to buy or rent discounted digital textbooks.?The company?s new education hub will launch in August.

I requested an initial consultation -- when I arrived I had to wait an extra 10 minutes and was charged ?100.00 for the 15 minutes consultation. The advice given was not great and lacked professionalism (at least compared to other practices I followed up with).

Multiple dentists work here -- the building is old (elevator from 1940s) and I think it's way too overhyped just because it's on Harley Street.

You're better off spending your money somewhere else.
