China: Pilot failed to locate runway before crash

(AP) ? China says a commercial airline pilot failed to locate the runway before landing and abandoned the plane after it crashed in northeastern China two years ago.

The State Administration of Work Safety called for the chief pilot to be prosecuted. The agency's investigation report also suggested Henan Airlines be fined 5 million yuan ($795,000) for lax safety management.

The 2010 crash that killed 44 people and injured 52 was China's first major commercial air disaster in nearly six years.

The agency says chief pilot Qi Quanjun violated aviation rules during the descent and did not locate the runway before landing.

The Embraer E-190 jet hit the ground 690 meters (2,260 feet) short of the runway at the Lindu airport in Heilongjiang province's Yichun city, then burst into flames.

Strong explosion rocks Syria's capital

DAMASCUS, Syria (AP) ? A strong explosion rocked the Syrian capital Thursday near a busy market and the country's highest court, wounding at least three people and sending clouds of black smoke into the sky.

The blast came as tensions threatened to spread across the region. Neighboring Turkey deployed anti-aircraft guns and other weapons alongside its border with Syria, nearly a week after Syrian forces shot a Turkish military plane out of the sky, Turkish state TV said Thursday.

Major world powers will meet Saturday in Geneva for talks on Syria, but few observers expect a major breakthrough. Syria has the protection or Russia, a veto-wielding member of the U.N. Security Council, and has so far been impervious to international pressure.

Russian Foreign Minister Sergey Lavrov said Thursday that Moscow will not endorse a call for Assad to give up power.

"We are not supporting and will not support any external meddling," he said. "External players must not dictate ... to Syrians, but, first of all, must commit to influencing all the sides in Syria to stop the violence."

It was not clear who was behind Thursday's blast in Damascus.

Much of the violence that has gripped Syria since the uprising began has been sanctioned by the government to crush dissent. But rebel fighters are launching increasingly deadly attacks on regime targets, and several massive suicide attacks this year suggest al-Qaida or other extremists are joining the fray.

An Associated Press reporter at the scene of the blast said some cars were charred and many had their windshields blown out.

"I did not see any wounded people, but cars and nearby shops were damaged," said Fawaz Mishhim, a witness who was in a nearby market when he heard the explosion.

Syria's state-run TV said the explosion was in the parking lot of the Palace of Justice, a compound that houses several courts. The blast happened at 1 p.m. near the capital's famous Hamidiyeh Market, an area crowded with families stocking up on food and other supplies for the weekend, which begins on Friday in Syria.

Witnesses reported hearing one blast, but state-run TV said two explosions struck the area. The report also said a roadside bomb was found but did not explode.

Syria has been hit by a wave of massive explosions in recent months, killing dozens of people. Most of the explosions targeted the security agencies of President Bashar Assad, who is fighting to end a 15-month-old uprising against his rule.

Last month, an explosion targeted a military intelligence compound south of Damascus killing 55 people. It was Syria's deadliest blast.

Elsewhere in Syria, activists reported clashes between troops and rebels and said more than a dozen people were killed nationwide. Some of the heaviest battles were in the eastern city of Deir el-Zour, activists said.

Activists say more than 14,000 people have been killed since the Syrian uprising began in March 2011.

Turkey, a former ally, has become one of the strongest critics of the Assad regime. Tensions between the two countries spiked following the downing of the Turkish plane last week.

Syria insists the Turkish military plane violated its air space on Friday. Turkey says the jet had unintentionally strayed into Syria's air space and was inside international airspace when it was brought down over the Mediterranean by Syria.

The search for two missing pilots continued in Syrian waters but hopes for their survival are dim, Turkish authorities said. The Turkish military said Thursday that research teams have found some pieces of the plane as well as equipment belonging to the pilots.

A small convoy of military trucks towing anti-aircraft guns entered a military outpost in the border village of Guvecci, which faces a Syrian military outpost, according to TRT television footage.

Several anti-aircraft guns also have been deployed elsewhere alongside the border. Some trucks were seen carrying self-propelled multiple rocket launchers, the footage showed.

Ties between Turkey and Syria have not been so low since the late 1990s, when the two countries almost went to war. Tensions ran high in the 1980s and 1990s as Turkey developed military ties with Israel and Syria sheltered Turkish Kurd guerrilla leader Abdullah Ocalan.

Now, Turkey is hosting civilian opposition groups as well as hundreds of army defectors who are affiliated with the rebel Free Syrian Army.

Turkish President Abdullah Gul was holding a National Security Council meeting on Thursday, TRT said. The meeting, attended by Cabinet members and the military's top brass, is expected to focus on tensions with Syria.

(Santa Barbara, Calif.) UC Santa Barbara chemistry professor Bruce Lipshutz has been awarded the 2012 Encyclopedia of Reagents for Organic Synthesis (EROS) Best Reagent Award. The annual award is sponsored by Sigma-Aldrich and John Wiley.

"It's a terrific acknowledgement of the students who did the work; this is really their award," said Lipshutz. With his lab team, Lipshutz developed copper hydride-based reagents that can be used in very small amounts, and are capable of several types of reactions potentially useful for the synthesis of various materials from drugs to polymers, to naturally occurring molecules.

Aside from being very reactive, said Lipshutz, the catalysts called (R)-()-DTBM-SEGPHOS copper hydride; and (S)-(+)-DTBM-SEGPHOS-copper hydride are versatile, inexpensive, and produce high yields of the desired products.

"We want to push the envelope as to how low a level of these reagents can be utilized yet still be effective with this kind of chemistry, especially when being done in water rather than in organic solvents," said Lipshutz, who will be giving the award lecture at Wayne State University in the fall.

Lipshutz and his lab are part of an emerging movement called "Green Chemistry," a field that emphasizes environmentally benign processes. These involve reduced energy requirements, the use of less hazardous and more environmentally friendly chemicals, and the reduction of waste. In 2011, Lipshutz won the Presidential Green Chemistry Challenge Award, given to a single academic in this case, for the development of an enabling technology that allows these types of metal-catalyzed reactions to be conducted in water, and at room temperature. The more traditional approach typically involves using organic solvents and energy in the form of applied heat. Lipshutz's technology also has the added benefit of being "benign by design;" based on innocuous vitamin E, it results in virtually no pollution. In water it forms nanoparticles that serve as nanoreactors wherein the catalytic reactions take place.

Specially-engineered surfactants make synthetic chemistry processes efficient by eliminating side-product formation that typically results from heating, Lipshutz said. They also reduce the need for both purification and the disposal of potentially hazardous waste, and usually result in a reduction in costs associated with those processes. Catalysts substances that facilitate or generate reactions without themselves being consumed or changed by the process are particularly favored because they are used in small amounts and can oftentimes be recycled.

"In addition to the upfront costs, re-purification and/or disposal of organic solvents can be expensive," said Lipshutz, who estimates that pharmaceutical companies produce roughly 50-200 kilograms of waste for every kilogram of drug. "Why not get the best of all worlds why not benefit from their spectacular products that are so essential for maintenance of human health, and yet, not create such enormous organic waste, over 70 percent of which is organic solvent," he said. "Organic chemists are paying serious attention to this issue, which is a natural outgrowth of the industry. We as a community worldwide have certainly contributed to these environmental problems, but we can surely help to solve them as well; and that is exactly what we at UCSB plan to do."

Startup 101: What's an LLP?

In recent years, new legal structures have emerged, including the LLC (Limited Liability Company). That?s good news for small businesses ? because let?s face it, not all businesses are the same, and the same corporation structure isn?t right for everyone.

Yet new options bring new questions about which business structure to use, and for many entrepreneurs, the process of picking a business structure is uncharted territory.

If you?re a small business owner or service professional, here?s a quick primer on two important legal structures: the LLC and LLP (Limited Liability Partnership). We?ll explore the key differences and details to help you determine which is better for your business.

The Basics: Defining the LLC and LLP

Let?s start with the basics ? some definitions:

An LLC is a legal entity that limits the liability of owners from liability found with the company. With the LLC, there are no shares. An LLC does not file separate taxes, either; all company profits flow through to the owners and are taxed at the personal income rate. It?s great for businesses that want liability protection but minimal formality ? the LLC is free of much of the legal requirements and red tape that govern corporations, such as director meetings, shareholder requirements, etc.

The LLP is a general partnership where partners enjoy some level of protection from personal liability. Similar to the LLC, the LLP is a hybrid of both the corporation and partnership, to give the greatest advantages of taxation and liability protection. The LLP is not a separate entity for income tax purposes ? profits and losses are passed through to the partners.

Differences Across States

It?s important to understand that laws concerning LLPs vary widely state by state. Generally speaking, LLCs can be formed by any business, persons or person, while LLPs may be restricted to licensed professionals such as attorneys, doctors, engineers, architects and accountants.

In California and Nevada, for example, licensed professionals can form an LLP, but cannot form an LLC. For this reason, a large law firm will opt to form an LLP; they are able to operate as an LLP in every state, but wouldn?t be able to operate as an LLC in every state.

You?ll need to check with your state?s Secretary of State office to determine the specific rules for your state. And if you?re anticipating operating in other states down the road, you should look into their rules as well.

Differences in Personal Asset Protection

While both LLCs and LLPs help shield the personal assets of the owners, there are some critical differences. For example:

In the LLC, members are protected from any debt or liabilities of the business. However, members of an LLC are not protected from the liability of another member. If a member in an LLC makes a client error that is legally actionable, then the LLC and all of its members can be held liable.

In the LLP, partners can be protected from the liability of another member. A partner in an LLP is personally liable only for his own negligence (or of someone working under his direct supervision). Note that this is different from a general partnership, in which each partner is liable for the debts and obligations of the business, as well as the malpractice of other partners.

In some states, a partner in an LLP can still be personally liable for a variety of partnership debts, such as obligations owed to lenders and creditors. However, some states regulate that partners are not personally liable for such debts and obligations. As mentioned above, it?s important to understand the laws of your state.

What About Taxes?

Both the LLC and LLP typically do not require the business to pay income taxes on its profits; rather any profit or loss of the business is passed through to the members (LLC) or partners (LLP). By comparison, a corporation pays income taxes on its business earnings, and then if those earnings are distributed to owners, the owners must pay taxes on them again in their personal tax returns.

A single-member LLC is considered a sole proprietorship, and the member must pay self-employment taxes.
